What this panel can establish
Sporting figures retain their archive source and arithmetic checks. Financial readings retain the selected entity, accounting period, original-document hash, page reference and review status. “Reviewed” does not mean two independent readers agreed, and it does not itself establish that two clubs report on the same basis.
Within-record ratios require reviewed original-linked readings, a twelve-month period and a positive denominator. No short or long period is automatically annualised. Division wage shares, ranks and wage-versus-points fits stay off the page until a season has complete reviewed payroll coverage and explicit staff-scope clearances. A partial league total is never labelled the division’s wage bill.
The panel does not estimate a causal effect of spending, predict points, assess PSR compliance, or identify individual signings from registration costs. Accounts measure company activity; they do not by themselves establish wrongdoing.
